LOS ANGELES -- A cellphone video depicting a California Highway Patrol office punching a woman along the side of a freeway Tuesday evening has the agency investigating accusations of excessive force.In the video posted to YouTube, an officer is seen punching a woman on the ground more than 11 times in the face. She does not appear to resist, although what started the confrontation is unclear, reports CBS Los Angeles.
The video was shot by a driver passing by. On Thursday, the CHP issued a statement that said: "The California Highway Patrol (CHP) is aware of the video and we are looking into the incident. As a matter of policy, every time there is a use of force by our officers, there is a review conducted to determine whether the use of force was appropriate.
That will be done in this case, however, since there is an ongoing investigation, it would be premature to comment on this specific video segment without reviewing the entire incident."
CBS Los Angeles reports that when the video starts, the officer is seen trying to detain the woman. She gets a few steps away from him, but he gets her to the ground.
The officer briefly struggles with her before repeatedly punching her in the face.
After a few moments, a plainclothes officer enters the picture and helps the CHP officer put the woman in handcuffs.
The man who shot the video told CBS Los Angeles that he saw the barefoot woman walking around the off-ramp when he noticed a CHP officer chase her around a truck.

On Friday, Chris O'Quinn, the chief of the CHP southern division, told CBS News the incident would be thoroughly reviewed.
"We're looking at every possibility, every fact, every circumstance that contributed to this situation. And we are going to try to come to just conclusion as to why it occurred," O'Quinn said.

'The most animalistic, most brutal way to subdue someone is to pound someone's head into the concrete with really big blows to the head,' witness David Diaz told ABC7.
'There was no weapons - it's obviously excess force,' he continued. 'He starts really letting loose... He starts pounding down on her face really hard. He doesn't try to grab her hands first.'
The video captured on Diaz's cell phone shows him slowing down for a traffic stop as a woman can be seen heading towards the median on the freeway.
The officer approaches her before he forces her to the ground and pins her down, repeatedly hitting her while Diaz and his fellow car passengers gasp in horror.
Eventually another man - later identified by the CHP as a plain clothes officer - approaches the trooper and helps handcuff the woman.
Speaking to ABC7, the CHP said the officer had ordered the woman to stop walking but she ignored him and fearing she would be hurt, the officer tried placing her under arrest.

Chicago, IL- A woman has filed suit against the city of Chicago as well as the Chicago Police Department after she was thrown to the ground and assaulted by officers during a raid of her salon. The disturbing incident was captured on the salon’s surveillance video.
Police conducted a raid at the Copper Tan and Spa owned by Jianqing “Jessica” Klyzek last July after an undercover officer had alleged that he’d been offered sex for money at the establishment. According to the lawsuit, the first officers to arrive were not in uniform and Klyzek initially thought she was being robbed.
Klyzek screamed that she had done nothing wrong and pulled away from the officers attempting to detain her. The raid became violent, as the video shows Klyzek being swiftly grabbed by an officer and dragged down to the ground. The video also shows an officer hitting her on the head while she was kneeling, handcuffed, on the ground.
In addition to physical force, one of the officers- named as Officer Gerald Di Pasquale in the lawsuit- became enraged, yelling that she wasn’t a real American:
You’re not f*****g American! I’ll put you in a UPS box and send you back to wherever the fu** you came from!
Klyzek is an immigrant from China and has been a United States citizen since 2011. After she insisted she was an American citizen, Di Pasquale’s tirade continued:
“No, you’re not a citizen! No, you’re not! No, you’re not! You’re here on our borrowed time. So mind your f*****g business before I shut this whole f*****g place down. And I’ll take this place and then whoever owns it will f*****g kill you because they don’t care about you, OK? I’ll take this building. You’ll be dead and your family will be dead.” [...]
