The Ukraine Army, backed by both the U.S. and NATO throughout its military campaign against rebel factions in eastern regions of the country over recent months, appears to have fired cluster munitions on the city of Donetsk earlier this month, according to a Human Rights Watch investigation and independent reporting by the New York Times.
Citing the HRW report, physical evidence and its own interviews with both witnesses and victims, the Times reports:
 Sites where rockets fell in the city on Oct. 2 and Oct. 5 showed clear signs that cluster munitions had been fired from the direction of army-held territory, where misfired artillery rockets still containing cluster bomblets were found by villagers in farm fields.
 The two attacks wounded at least six people and killed a Swiss employee of the International Red Cross based in Donetsk.
 If confirmed, the use of cluster bombs by the pro-Western government could complicate efforts to reunite the country, as residents of the east have grown increasingly bitter over the Ukrainian Army’s tactics to oust pro-Russian rebels.
“It is shocking to see a weapon that most countries have banned used so extensively in eastern Ukraine,” said Mark Hiznay, senior arms researcher at Human Rights Watch. 

“Ukrainian authorities should make an immediate commitment not to use cluster munitions and join the treaty to ban them.”

Human Rights Watch claims the Ukrainian military has been using cluster munitions in the eastern city of Donetsk. Although the government in Kiev denies using such weapons, the international monitoring organization used evidence from a variety of sources in compiling its report, confirming the use of the deadly devices that are banned in over 100 countries. RT’s Alexey Yarosehvsky spoke directly to HRW Senior Researcher Ole Solvang to break down the details.

Human Rights Watch has said that cluster bombs have been used in Ukraine crisis, and in numerous occasions they were used by the army.

The are banned in 114 countries, as they cover a wide area, that's why a risk of civilian casualties is extremely high.

Not surprising Kiev dismissed the accusations - saying that the organization was probably deceived by 'terrorists'.

The detailed account, based on an on-the-spot investigation by the New York-based organization, working with a New York Times reporter, is a damning exposure of the brutal and illegal methods being used by the US- and European Union-backed regime in Kiev against Ukrainians in the pro-Russian east of the country.

The report includes video interviews with victims of the cluster rocket attacks. It charges the Kiev regime with firing the weapons into Donetsk city, the center of the separatist rebellion against the fascist-backed, pro-Western government that was installed last February in a putsch orchestrated by the CIA and German intelligence.

HRW also released photos showing sections of the cluster munitions rockets in and around Donetsk, unexploded submunitions and remnants of exploded submunitions released by the rockets, and other physical proof of the regime’s use of the weapons.

The report focuses on attacks launched October 2 and October 5 against Donetsk, a month after the signing of a ceasefire agreement between the pro-Russian rebels and Ukrainian President Petro Poroshenko. HRW writes that these cluster munitions attacks, along with ten others it documented, were responsible for at least six deaths and dozens of injuries. The October 2 attack killed a 37-year-old International Committee of the Red Cross administrator stationed in Donetsk.

“It is shocking to see a weapon that most countries have banned used so extensively in eastern Ukraine,” said Mark Hiznay, senior arms researcher at HRW. A 2008 international convention banning the use of cluster munitions has been signed by 114 countries.

-The US, Ukraine and Russia are among those that have not joined the convention.
